Talk about so called “short cycle” higher education (SCHE) is not new. Already in the 1970s it was discussed as a way to diversify higher education systems in the face of booming participation. Today, the issue is still at the forefront of policy debates in many countries, not last because of the more international uniformity resulting from the Bologna agreements.
